I think the primary reason why the Web 2.0 was a “social phenomenon” rather than a “business” one was because no one thought it would turn out to be so powerful and engaging for the masses. The purpose was pure - to create things that helped people connect and share stuff with each other. Monetization was not the intended outcome. It is now, by hindsight. I don’t think Web 2.0 would have been where it is now if every outcome was pre-planned with a business interest.
